Update: I found a workaround. Set the Microsoft DTV-DVD Video Decoder to Prefer in External Filters. It will use dxva and doesn't seem to have any rendering issues.

I have a video, which playing with some artifacts with Microsoft DTV-DVD Video Decoder also. Latest intel hd graphics drivers doesn't help..
