dvdauthor. It's not an encoder so you'll need other tools to encode video and audio, but that's usual for dvd authoring tool. Although simple (command line only, xml config file) this tool is quite powerful. It supports multi-audio, multi-subpicture titles, multi-language menu units, defining pre/post commands and AFAIK it works with both PAL and NTSC. There are also some freeware GUIs around.
