And the use of this ? it can be done in Realtime these days as a Option in your GPU driver why in hells name invest the energy @ conversion with it and brake broadcast rules ? Sure you could say the broadcasters can do the PC->TV conversion but the Analog Broadcast standards are much older Converting content from it's initial TV scale to PC scale is a bad thing and should be up to the decision of the Decoder part of the System not the Encoder.
