That's similar to DVD I assume: Progressive frames encoded/flagged as interlaced.
I would assume that such sources can be encoded as progressive by x264 using '--fake-interlaced'. I do this for DVD backups for example, and they play without issues on my SONY S360.
Encoding as interlaced with '--tff' (MBAFF) should also work, but in this case '--weightp' is not supported if I remember correctly.
It's more difficult when downscaling to 720. Blu-ray accepts progressive 23.976, 24.000, 50.000, 59.940 only, but
not 25. So either one can apply frame duplication for 25fps progressive material, or apply '--pulldown double' which would be more efficient. I tried the latter without success. It seems that tsmuxer has a problem with it (frame playback sequence). Maybe someone else has a different experience. It's however going beyond the scope of this thread.
