intel has written a small avc codec sample demonstrating some of their other stuff

Does that refer to the samples themselves or just to the fact that they are for IPP 5.0 though?

i guess to the samples themselves
that samples are just source code that use IPP 5.0 to build audio/video encoder and player console applications. That's all.
All these applications is just samples of how to use IPP - there wasn't goal to develop high efficient encoders/decoders, but to allow users to develop their own encoders/decoders based on IPP.
