how do I create scene changes/chapters

I use HC encoder .015 to create .m2v file. Now I need to create chapters.

how do I create scene changes/chapters?
it should be in .txt file format.
What FREE program allow me to do that?

You must use a authoring program. Look into DVD Lab Pro and TMPGenc DVD Author. They both have free full working 30-day trials to use.

By the way, I don't think this question should be here as it should in the DVD Authoring forum instead.
