Auto volume levels?

If I have 2 different soundtracks - one really quiet and one really loud - how can I make the quiet one roughly the same volume as the louder one, or both medium volume, using Cool Edit Pro or Soundforge? Is there a better software for this job? Any help would be much appreciated!

Soundtracks: mp2, mp3, ac3 2.0, ac3 5.1, ...?

In SoundForge you'd want to run a normalization scan on the loudest, probably rms type, then normalize the other to the same level. Rms is more of an average vs just the peaks.
