For example, I want to change AC3 frame rate from 29.200 to 23.500.

Is this possible to change AC3 framerate without re-encoding? Will audio quality be normal (or it's better to re-encode)?

audio doesnt have a framerate, what you want to do is changing the length of the stream/playback speed and this isnt possible without reencoding

best is always to change the framerate of the video for syncing with audio

AC3 does not have a variable framerate. Each frame is always 32 ms in length, so the fps is always 31.25.

That means you need to re-encode. 29->23 is too big a jump though and the audio speed and pitch will be up to shit.

You are better off looking at adjusting the video, if possible.
