PAL to NTSC; Is this correct steps?

I just received my season 4 of 24. It came from UK, I'm in US. So you know my project. I've searched and read, and come across some good posts on this. I'm still a little confused; some of what I see mentions MPEG, some says avi files. So, my first question is, is it necessary to convert the VOBs to avi? I see several programs mentioned (Avisynth, DVD2SVCD, Dgpulldown, Tmpgenc) Are these all necessary? Thanks in advance.
(I want to re-create this on DVD for re-play on standalone.)

The process is well described in existing threads. Do a search for "DGPulldown" and do some reading.

OK- point well taken; so I was going to read all the guides for these 3 or 4 programs, and see where that took me. I went, on this site to Guides; and clicked on every sub category; I don't see a guide for Avisynth. I wish I had days and days to spend on this, but I don;t.
Would it be possible to have all guides (available here) listed on 1 page. Seems like I've seen that here, but I can't find it now. (I'm not just being lazy, is my point, I thought this was newbie forum.)

and in regards to your project, if you use the search function with keywords such as "NTSC" "PAL" and "convert" you will return many threads on the subject.
