Was curious if there were any recommended filters or methods for removing the sort of 'rainbow' residue on animes?

The filters that work the best for me are a combination of the AVISynth filters SSIQ and BiFrost. SSIQ is very very very slow, but it removes any rainbow I give it.
The included documentation with BiFrost will tell you how to use both filters together.

I have read the rules.. am I breaking one by asking about the filter? And since I don't know what exactly the effect is what should I have searched for?

Apparently, my link doesn't work anymore. Anyway, if you had searched for "rainbow," you should have found a number of threads that contain methods of getting rid of them.
No matter though, looks like you've got something to work with now.
