Noob confusion PAL & NTSC

OK, I understand that TV's in US are NTSC and UK is PAL. Does this apply to computers? I'm in USA, If I rip a PAL disc to hard-drive, and replay with Nero, on my US laptop, will it play ok?

Yes, it will play fine, because your computer screen displays progressive (non-interlaced) frames, unlike the TV. But, in order to have a perfectly fluid playback, your screen framerate must be a multiple of the movie framerate.
