How set a custom max bitrate?

I've got a standalone divx player and i found that it support mpeg custom matrix and 2 consecutive bframes in my xvid encoding. The only problem is the bitrate spikes:besides using the DXN HT PAL profile, which limits me to use the h263 matrix, is there a way to set a max bitrate,for example, of 6000 Kbps in the unrestricted profile? So with a give and try procedure i could find the maxbitrate that better suit my needs.Maybe using the statsreader on my two pass encoding?

Yeah interesting that you mentioned 6000 because that is what the build gives you 4000 or 6000 with CQM and qpel. GMC is still disabled.
