ok
there's a part of my video i want to edit frame by frame, so i so save as image sequence. the problem is, when i go to put it back in the frame rate has changed. the frame rate of the original is 23.967 or something like that. so anyway, i change the frame rate of my image sequence to 23.967, and it still won't work. when i try to append my segment, it says that the original is 23.96722 or something and so i try to change my appended segment to that and it still won't work. any suggestions would be appreciated

To my knowledge the 2 videos have to match exactly, not just fps. In similar situations when I've had problems, I've taken the image sequence and created an avi file, then created a new avi using the original video. As both are now created by the same app/codec/settings should join without problems. If you use the same codec as original video, should avoid any recompression of the original.

the codec is not the problem. if i change the framerate to exactly 24 fps is works. of course this will throw everything else off and is not what i want. what i want is 23.967 fps and that is the problem.

Again to my knowledge, the 23.067 frame rate is actually rounded up from a much more precise number extending several decimal places. All it takes is one of those decimal places being off to cause problems, and you'll never see it -- the software will only show 23.067. Also, an avi created by one program will not always match an avi created in another application, even though both share the same codecs and settings.
At any rate, all I can add is to actually try it if you haven't already, merge some images into an avi file, then create a new file from the orig. using the same encoder & settings, & see if the 2 new files merge.
Or... How about doing everything at 24 if that's all that works, then do a conversion to put the new combined file back to 23.967
