Can anybody help? I have a number of .vob files separated into different titles with the names like VTS_01_1.vob, VTS_01_2.vob, VTS_02_1.vob, VTS_02_2.vob, and etc. I did tried with IFOEdit but it created a set of .ifo files for just the first group of .vob file only. Thanks in advance for any help!

i think you should be able to achieve what you are after with following process:
- create IFOs for all VOB sets with ifoedit (safest thing is to create separate directory for each VOB set)
- load 1st of them into pgcedit
- use add end play title (or whatever is the exact name of this great command) so many times that you have added each and every VOB set to your 'new DVD'
- finally edit the commands so that you have a playable DVD
