Unconditional subtitle play?

I would like to make a secondary subtitle of a foreign DVD play unconditionally (cant be turned off) as it describes place names and writings.
Have done a search and cant find anything related to the task.
I use r0lZ's PGCEdit but this is the subtitle forum afterall.
Any help apreciated,

Its close though not quite as using the prohibited user option would lock out the use (on\off) for the primary sub aswell.

Then you must merge...
Take what you need from the subs you need (srt file and time stamps) and merge with STW or note pad if you like.
There may be another solution using line 21 feature but I don't master this well enough to write about it
