I've seen some guides on converting 25 fps -> 29.97 (avi to mpg) but none on the above. Don't think there's anything in TMPGEnc to do this. I tried converting right to NTSC in TMPGEnc and video came out real jerky. I tried DG Pulldown but I think that's just for 25 -> 29.97. I tried encoding in TMPGEnc and keeping same frame rate (23.976) but it converted to 29.97 anyway.

Under the SETTINGS tab, VIDEO tab, FRAMERATE (right-click to unlock the option), you can adjust your settings.
If you are making a DVD, I'd set that at 23.976 and use DGPulldown after to make the file play at 29.97 if your source is 23.976.
If your source is 25 fps, set it at 25 and use DGPulldown after the conversion to make it play at 29.976
To go from 25 fps to 23.976 will be an excercise in frustration...
ALSO...under the SETTINGS, ADVANCED, you can make a little check beside the line that says 3:2 Pulldown...this will also do what you want!

I've tried loading 23.976 avi into TMPGEnc and checking "Do not frame rate conversion" but it encodes to 29.97 anyway. I want to make this NTSC compatible. Maybe I have to encode to PAL 25.00 mpeg2 then DG Pulldown mpeg2 stream to 29.97? I tried that and it seems looks OK on PC but haven't burned to DVD yet. I tried the 3:2 pulldown and the video didn't come out smooth.

No, that's wrong! This setting will do a framerateconversion and result in jerky playback.
The correct way is to use Setting -> Video -> Encode mode -> 3:2 Pulldown when playback.
And it is important to do it the right order.
Video format: NTSC
Encode mode: 3:2 Pulldown when playback
After that, the frame rate tab should have changed to 23.976 fps (internally 29.97 fps).
Now go to settings -> advanced and and check "Do not frame rate conversion"
That's it. No DGPullDown needed.

You are right! It's been a while since I messed with those settings. You'd think this method would be automatic instead of repeating frames...

My version of TMPGEnc Plus 2.524 doesn't have 3:2 pulldown when playback under Encode mode just Inverse 3:2 pulldown, interlace and non-interlace. Anyway I can do this in VDub then encode to NTSC in TMPGEnc?
Any 2.5x-Version does have this option. I'm using 2.524 by myself...

In that case, go to SETTINGS, VIDEO, FRAMERATE and set it at 23.976 (right click to unlock this option). Go to SETTINGS, VIDEO, ENCODE MODE and select non-interlace. Do your encoding and then use DGPulldown to convert your m2v file to playback at 29.97 (DGPulldown needs a progressive/non-interlaced file).
