HI... I am new to this but learning fast! I create XVID files from DVDs using 'Catalencoder', but need a FREE! program to edit XVID files and to converts Windows Media Video files to XVID files, with File size options.. IE. SAVE AS 'XVID' file to file 700mb cd or 230 mb file to put 3 files later on one CD. Is there such a program? Thanks for any help!

What exactly do you mean by 'edit' an XviD file? Like cutting, joining etc? If so, you can use VirtualDubMod for it. Check the main page guide titled 'VirtualDub Procedures' (http://www.doom9.org/virtualdub_procedures.htm).
And you cannot 'save as XviD' a WMV file, you will have to reencode it etc.
But please explain more about the purpose. Your queries are unclear.

SAVE AS 'XVID'
As stated above Virtualdub (I use Virtualdub mpeg2) will do this. You can do limited editing with Vdub also ie cutting, joining etc.
