Hi all:
Is there any way to apply a filter only to a part of the image? I have a VHS capture of decent quality... except for the bottom, where there's a lot of flickering (the typical artifacts that appear when your VCR heads aren't properly adjusted). I'd like to apply a denoise filter, but only to those bottom 20-30 pixels. Is there any way to do that?
