Unable to make resultant Mpeg Smaller

Hi all,
I've captured a video into Mpeg format and I want to make it small enough to be able to send it via email or at least smaller.

I used my DVD recorder to record it as a VOB, I've then transferred it onto my PC. I then ripped it and reencoded it using TMPGenc. The resultant file was 49Meg. So I did what I thought would make the file smaller and give it a CQ of 25, the resultant file is the same size?

I've been a member her for some time and I just can't get my head around some things which is why I'm posting this in a newbie forum as I'm still an amateur.

For emailing purposes you're much better off converting it to RealMedia, where you can get file size down to 1MB per minute of video quite easily. I use AimONE Video Converter for that.
