Easy way to export chapter times?

Is there an easy way to export chapter times in HH:MM:SS format? Saving cell times in IfoEdit seems to give frame numbers. And I know I could probably do it with DVD Decrypter (though I'm not sure which of the formats it would be), but I think you actually have to rip the whole thing just to get the chapter times.

I'm asking because, if I should want to reauthor with DVDAuthor GUI and I want to preserve chapter times, it wants them in HH:MM:SS format.

Specifically, can PgcEdit do this?

I haven't touched Chapter Xtractor (http://www.doom9.org/index.html?/software.htm) for a long time but check it out anyway.
