Need to force key-frame

Hi, I'm currently encoding a video wich was encoded in 120fps because it's made of 30fps and 24 fps clips.

I want to encode in X264 every 24fps clips as a whole and every 24fps clips as a whole, then separating the different clips.

I want to encode 24fps (30fps) clips as a whole to get benefits from a wise bitrate distribution. (slow motion get minus bits than fast one)

How to force IDR Frame, pls ?

this is more a x264 related question... perhaps you can edit the statsfile created by the first pass? although im not sure if frame type decisions will be the same.
