how do i fix this kind of flipping:

You're losing vertical sync. Since you've given absolutely no details of your setup, that's all I can tell you.
You won't fix this with a filter. You have to correct your hardware.

Somthing's wrong with your analogue video signal, one of your analogue components is broken or misadjusted.

nope that's not it. it's the vhs tap witch i'm trying to fix the video i know it's not the hardware or anything of that matter. it's when the tracking go's off the vhs tap i don't know how to fix this

Get a "time base corrector". It's a hardware unit that you can buy.

Looks like you're trying to capture PAL as NTSC or NTSC/PAL60 as PAL.
Of course if you have a video then I'd be able to tell more, the pictures aren't really enough information.
