After completing encoding
i Click rebuild
i Get a popup saying
Run-time errot '9':
Subscript out of range
then rebuilder closes
I am using dvd-rb 0.83free

You have "Half-D1/Half Space for Extras" and "Steal Space from Extras" both enabled. Uncheck one and see if you still get the error. Having both enabled, lowers the bitrate twice. Usually so low, the encoder has problems.

What did you use to rip the movie to the HD?

just because encoding finished doesnt mean it finisheed without errors

I used dvddecrypter.
all i did was use vobblanker to blank about some garbage.
and
Working=C:\DVDFabPlatinum_Temp\Work\
is nothing i used to have dvdfab and now just rip all my files in that folder. just out of habit.

Try running DVD-RB on the unprocessed rip...I've had some problems with stuff I've run thru vobblanker... not all the time but it does sometime cause problems.

I also ran into problems with vobblanker. I bet if you look at the avs file which gave you trouble, you will see that it is only one frame long (most likely). Im not too sure why this causes trouble but for some reason it did and you have to encode that frame manually. I didnt get this problem when I used HC to encode, only CCE. So if you are using CCE its probably that, not DVD-RB.
