divx editor for cuts that does not recode

I was wondering if there were any divx editors out there where one could cut out stuff from the divx and have it output a new file but not have to recode the whole thing. Kinda like mpeg editors like DVDShrink that can cut on a GOP or just recode the few frames in the nearest GOP to the cut.

I have seen lots of AVI editors including VirtualDub that will do the editing, but then they have to recode the whole output AVI.

I have used VDub to cut. As long as you use direct stream copy, there won't be re-encoding.
