Somewhere there is a thread which mentioned the lineage of how ffmpeg begat a bunch of the "free" MPEG2 encoders. As I recall, there was also discussion of problems with the ffmpeg code base and maybe even explanations of why QuEnc, etc. were written. (If they're based on ffmpeg, why were they "needed"?, etc.)

Would someone point me to that thread?

thats an easy one however. point someone to FFMpeg and they will say "wheres the gui ?" no ? also you have to remember a heeeeap of CLI options, not exactly freindly or easy for the average person to jump in and use. :)
