Help creating menus

I've got VIDEO_TS folder ready to go, and a .psd file for the menu.. I've tried TMPG DVD Author, but it gives pretty much no flexibility.. I've also tried ReelDVD and SpruceUp but neither will accept program streams. What can I do?

in case it wasn't clear, I'd like to combine the .psd menu with the existing files in the VIDEO_TS folder.. Is there any program that will let me do this? If not, is there any program that will let me create my own menu and add it to my existing files? something with a bit more flexibility than TMPG DVD Author
