Do you have to have software written for dual layer burners to write dual layer? Does it require a special media designed for dual layer burning? Do I need a special software program to write dual layer after dvdshrink has encoded a dvd longer than 2 hours? If so, any recomendations?

The software needs to support dual layer burners, yes. Most current programs should be able to handle that. Nero 6 and DVD Decrypter, for example, do.

Well, of course. You need a dual layer blank in order to burn on it.

What do you mean by that ?
DVDShrink does not encode, it transcodes. But why would you want to do that, and why with dvds longer than 2 hours
Do you wanna shrink 2 DVDs so that they fit on one dual layer ?

In general the main purpose of dual layer is so that you don't have to do any recoding of the DVD in order to fit it onto the dual layer DVD. You will be able to do a 1:1 copy of the dvd, just write the image of the dvd to your hard disk, and then burn it to your dual layer media.
