not subtitle tool, strictly speaking , but I can point you to haali's matroska (and avi) splitter that does just that, so long as you set it in its options. Of course if your animes are ogm, it won't help you much :) Neither will it help you if the audio and subtitle streams are not tagged with the proper language, to be recognized by the splitter, of course.

start>all programs> haali matroska splitter >settings > languages> audio and subtitle languages :
in the value box provided type:
eng,off;*,eng
which means that at first, it will look for an english audio track;if it finds it, no subtitles will be displayed. Then it will look for other languages in audio if there is no english track, and in that case it will display english subtitles for it.
If you happen to prefer subbed stuff, rather than dubbed, revert the order: (I'm not sure but in this case, you might not want to type in * = all languages, cause english is part of all languages ;) Anime is 99.9% of the time japanese, so you can type:
jap,eng;eng,off
[Please can you test this one: *,eng;eng,off and tell me if it selects subs or not for the english audio track, I'm too lazy to try it out myself :)]
PS: If you use MPC, disable the internal matroska splitter, to make sure haali's comes into action..you will see a little whitish icon in the tray, that you can use to change tracks on the fly too.
Of course you can add as many languages options as you want, in a preference descending order and separated by a semi-colon: ;
here are a few common language codes:
dut =dutch
eng =english
fre =french
ger =german
ita =italian
fin =finnish
jpn =japanese
nor =norwegian
por =portuguese
rus =russian
spa =spanish
swe =swedish
zho =chinese (chi too)

it's easy to convert ogm to mkv, go there (http://www.bunkus.org/videotools/mkvtoolnix/win32/mkvtoolnix-1.0.2-setup.exe) , and install mkvtoolnix(vdubmod supports matroska, but in a somewhat limited way).
Open mkvmergeGUI, drag and drop your ogm into it..in the "tracks" box, set the language for every audio and subtitle track (drop down language tab when you highlight one track), and press "start muxing". For an anime episode, it takes between 10 and 40 seconds :)
as for the way to set up the pairings in the splitter, here is how it works:
audio language code,subtitle language code;2nd audio language code,2nd subtitle language code and so on. The first pair will be chosen first by the splitter, then the second, then the third etc...
* for audio means every language regardless
off for subtitles, means subtitles off
so if you set *,off it means that no subs will ever appear by default, no matter what the language.
added: oh and it would be nice if you renamed the thread to something people can use for ulterior searching, need help with program isnt all that informative ;)
