RGB to MPEG2

Is there an external hardware unit for a pc laptop that can take RGB video (PAL)in so I can save the files to hard drive in the highest quality mode and then shrink them (dvd shrink prog) to fit 4.7G.

I have seen a USB unit in PC world but it only takes in composite and S-Video.

If so I would be gratefull if someone could point me in the right direction for purchasing a unit.
