Please try to use FAAD2 for Win32 at Rarewares (http://rarewares.org/aac.html) to decode AAC to WAV ,
or use foobar2000 (http://foobar2000.org) audio player.;)
BTW i think this topic is belong to Audio Encoding Forum.:p
May be you don't need to convert AAC to WAV,
you can try to use mkvtoolnix to extract the AAC form MKV,
after done the MKV to RMVB conversion,
mux the AAC with RMVB with mkvtoolnix again, then you will end up with the Realvideo with AAC inside the MKV.:)

AAC extracted by mkvextract should be play fine in any player that can decode AAC,
Many directshow filter can play AAC include ffdshow, 3ixv filter suite, mpegable DS filter, nero ds filter,
only if you install the AAC parser filter, get it from Rarewares AAC section (http://rarewares.org/aac.html),
and search for "AAC parser filter for DirectShow"
What version of the foobar2000 you use?
Get the updated version here (http://www.saunalahti.fi/cse/foobar2000.php), v0.8.3.
If you want to convert the AAC to MP3, please get the LAME 3.90.3 stable bundle 2004-02-10 at
Rarewares MP3 section (http://rarewares.org/mp3.html) , and place the lame.exe and lame_enc.dll to the foobar2000 directory.

ERROR (foo_nero) : Couldn't find Nero plugin directory
You don't have nero install on system,
but convert wav to mp3 don't need the nero plugin.
you can try to remove the foo_nero.dll(at component folder),
and restart foobar2000.
I still don't know what problem you have,
the default diskwriter CLI option is already working and you don't have to change it,
please try to backup and remove the fooobar.cfg(foobar configuration file) file
and see can get them work or not;)
