making a clips compilation dvd

i want to make a compilation dvd of various ntsc and pal clips..

the dvd doesn't need a menu..

is this difficult?

This is very difficult. A mixture of PAL and NTSC assets is against DVD spec ;).

If you had assets that are purely PAL or purely NTSC it would be very easy though. Just use any basic authoring/muxing tool and you would be fine. You could for example try muxman or dvdlab.
