Chapter numbering

I did a search but couldn't find an answer to this question. Does chapter numbering have to start at 1? If no, then can either IfoEdit or PgcEdit or some other tool be used to renumber chapters?

@pudah - I'm pretty sure that IfoEdit bug has been fixed by version 0.971

Yes, I think it has. Was playing around with it this weekend and it seemed to work on the two disc backup that I tried.
