RV9 in MP4/3GP, how?

I want to encode RV9 into either 3GP or MP4 to play it on my cell phone (Samsung D500). I found an installed library in the cell phone that makes me believe that the phone is able to show RV9, i just need to put it into some format that the player understands (MP4,3GP).

The library name is: rm9_Adsv12_040916.lib

I understand that RealProducer cannot make MP4 or 3GP, is there any other tool that can or convert rmvb to MP4/3GP? Is this even possible?

i doubt your player would handle rv9 in mp4/3gp, not only because there exists no solution to combine these too atm
