I have never seen anything posted about this in the DVD-RB forum nor did a search turn up anything about it so I figured I would make the unaware aware.
My apologies if this has indeed been covered before!
You can download it here (http://www.vmesquita.com/en/download.htm)
Extract it to a folder and rename the FreeEnc.exe to QuEnc.exe and point DVD-RB to it instead of the real QuEnc under Options/setup.
It seems pretty fast but the quality is not as good as QuEnc though it maybe just my source and or settings.

Since free uses the libavcodec.dll library -- you might just as well use QuEnc.
Does it accept the QuEnc command line options?

This is a quote from Monolito on the subject:
For libavcodec based encoders QuEnc has become kind of the de facto standard (DVDRebuilder and DVD2SVCD support QuEnc), so I feel that all libavcodec based encoders should adhere to that "standard". FreeEnc does a very good job here. This does not mean any restriction for the encoder, it should just ignore parameters it does not understand (instead of quitting with a "bad parameter" error) and use the settings from a template file or the registry instead.
From my tests it appears that it ignores the QuEnc settings in DVD-RB, the upside is it will use the Avisynth settings and is a bit faster.
The other thing I found different it the ability to customize the .ini's for this encoder though I don't have a clue as to what 75% of the stuff in the ini does yet.

There are several parameters passed that necessary to assure proper encoding... if they are ignored, that in itself is a problem. They include things like input and output names, aspect ratio, bitrates, gop size, interlacing options....
In other words -- I stress to everyone that I cannot ensure this encoder will work correctly and if you run into problems you are completely on your own.
