Isn't there any non packaged filters of those ?
A link to those would be what I was looking for.

i linked to most download collections of .mp4 splitters available, regarding all the available mpeg-4 a/v decoders use search for finding their download locations
regarding the commercial tools note that offering only parts of them (eg some filters) privately is illegal and not wanted on doom9 (rule 6)
