Create CSS files for scenarist

Hi you all,
does anyone know how to create the CSS files
needed for creating a DVD with CSS
when I check the with CSS, scenarist ask for the CSS files in the CSS settings.
the help says that the files with the key is send by request from MEI if you pay the annual fee of 15,000$.

is there any software that can genarate these files?

please please help

Um... I doubt there is a legal way of doing this without paying for the CSS.

If your client wants CSS, most replicators apply the keys when they recieve the DLT.
