gdiploadimagefromfile failed : 3

Got the following error "gdiploadimagefromfile failed : 3" with version .67
Tried using .66, with same result.
I tried with no pre-processing, but same result.

The DVD is Vozvrashchenie(The Return)

EDIT:
I should have mentioned that the error happens right after the VOB scan and right before CCE starts.
