I have a DVD NTSC badly interlaced and with a discret video noise, there is an example:

I would to know if there is a method for properly deinterlace and remove the video noise in this DVD, I tried a lot of filters in VirtualDub and Avisynth, but I think it's very hard deinterlace properly this movie and remove all the video noise.
Please tell me some filter to properly deinterlace this movie and remove the video noise.
If not with Avisynth or Virtualdub tell me some professional program for film restoration.
Excuse my bad english.

I wouldn't change it. MPEG-2 is not a good editing format. So you can de-noise it, but you will probably get more MPEG artefacts.
And about de-interlacing .. why in the world would you want to do that ?

Thank you for the reply, I would to convert it to PAL, so as it is my player doesn't display it very well, then I'm not american, and I use the PAL system.
I thought that the video improved, they did this DVD very badly, I would improved it.
But with Aisynth o Virtualdub it's too hard.
Excuse me for my bad english.
Thank you

I see. Well, unfortunately you can't really improve the video using that DVD. MPEG-2 is a lossy codec, which means you can't convert it back to the good quality AVI that was used for the DVD creation.
The only way would be to acquire the original AVI footage, denoise it, and create a good DVD.
Also, NTSC -> PAL conversions are not that simple, and you'll lose a bit of quality, too, as you need to re-encode the video. Say, in which country do you live ? European players can play NTSC discs as well. If your player has a problem, I reckon it's a bad disc, or some kind of authoring glitch, but not because it's NTSC. What problems are you experiencing when trying to play it back ?

I could convert to uncompressed avi or with Huffyuv codec (just?) that mantains a good quality.
For the NTSC -> PAL conversion there is telecide in avisynth or inverse telecine in virtualdub, they work both one or other, then the conversion 23.976 -> 25.
Then I could encode with an encoder as CCE or Canopus.
I'm italian, the problem it's that the quality is very bad and it goes in jerks, I don't know if you understand.
I have others DVD NTSC, but this goes in jerks really.
I tried to convert a piece of the DVD to PAL, and it doesn't go in jerks, it goes fluid.
So as is now is too bad.
