Hey my source goes up to about 97% film and it's a movie. I useing for itvc.
Telecide(order=1)
Decimate(cycle=5, mode=3, threshold=1.0, quality=3)
Would forcefilm work just as good, should i higher quaitly, any suggstions would be appereated.

I know the general recommendation is "95% or more FILM, then use the Force Film option", but if it's anything less 100% I prefer to use AviSynth.
I've seen interlaced frames slip through even if DVD2AVI reports 99% sometimes, so there's a good possibility there'll be few more if it 97%. And considering the IVTC methods and pretty fast anyway (especially SmartDecimate), you may as well always use AviSynth. Just my 2 pence worth...
Anyway, I would have thought that a simple Decimate(cycle=5) would suffice for your clip. Don't use mode 3, this is only really if you have something like an 80 / 20 split of FILM / VIDEO (e.g. thing's like Star Trek - TNG)
