Convert from 16:9 to 4:3

Can I do this using DVD Rebuild 0.64?

no.. only the other way

You can go from letterbox 4:3 to 16:9 with RB

to go from 16:9 to 4:3 you would either have to add borders (unnecessary, dvd players do this for you) or you would have to intelligently crop the video (lose information) based on where the action is, i.e. manually pan and scan it. This requires a scene by scene (frame by frame) qualitative analysis that cant be automated
