DVD-RB Stealing space from extras

How does that stealing space from extras work? Does the DVD-RB itself decide what those extras are? It would be much better if i could decide what videoclips i want to reduce for example with 25% reduction. How can i do that or can't it be done?

RB makes the decision: The biggest VTS is the main movie, all others are extras.

As mentioned, RBOpt alows you to tweak the individual bitrates on a VOBID base.
