converting uncompressed AVI to predetermined file size

I'm new at this and I don't really know what I'm doing, so any help would be greatly appreciated.

I want to convert an uncompressed 30GB AVI file into a XviD file with AC3 audio compression, being about 75MB in final size (the video itself is 16mins). Can anyone tell me how to set this in VirtualDub? I can't quite figure it out and I've been trying for a couple of days.
