I try to reencode Ghost in the shell 2 DVD9 to DVD5 with dvd-rb 0.64a and I obtain a 3.3 gigs output. What are the setting the change in rebuilder.ini to get a higher bitrate ?

All optional settings MUST be placed in the '[Options]' section of the .ini file, otherwise they will be ignored. Any settings changed here will not be activated until the next time you run DVD-RB.
* Target Output Size
TargetSectors= nnnn
CCETargetSectors=nnnn
ReJigTargetSectors=nnnn
QuEncTargetSectors=nnnn
Use Sectors, 1 sector = 2Kb.
Example: CCETargetSectors=2236400
As a reference the default for DVD-RB is 2236400 sectors and the maximum for a DVD-5 is 2297888. You should always leave a some room for error.
TargetSectors will be the default for all methods. Other, mode specific, target sector settings will override it when using that mode.

theses setting don't affect the quality ?
I was thing more about the bitrate.
like min_vbr = 2340
max_vbr= 4000
arg_vbr = 3420
like like that. I know the with the approximation done my dvd-rb the output dvd is too small, so I want to change the reencoding setting to reeconde with a better quality.

Well changing the TargetSectors increases the amount of space which can be allocated to your encodes, thus increasing the vbr calculations.
Or if you want use RB-Opt to do that, which I think will be easier.

@survivant: Had to lower it previously (http://forum.doom9.org/showthread.php?s=&postid=499878&highlight=maxbitrate#post499878) to help prevent bitrate spikes.
