if you have sizing question:
you can use Rejig any time, to manually transcode your mpg file to a given size.
Thats how I fill discs to 99.9%.

@Aristoteles
The programs you refer have (mainly) different goals
DVD2SVCD allow you to make a backup of main movie only
DVD-RB was created to make a full DVD backup (I know it's possible to make the main movie also)
... They are both great software

DVD2DVD+D2SRoBa is, IMHO, the way to go if you want a movie only backup.
Encoding methods:
DVD2DVD does a full reencode, so bitrate allocation (at least in theory) should be more precise along the whole movie.
DVD-RB does separate Cell encodes, so bitrate allocation is done externally to the encoder although it is done in an intelligent way.
IMHO, the differences because of the different bitrate allocation methods are, probably, negligible (if they are), but in theory, DVD2DVD should be the winner here.
Full-backup DVDs.
In this case DVD-RB is the way to go. Today, you can do full backups using DVD2SVCD + additional (free) tools. Probably you will have more control of the process (you can reencode the audio, etc), but it requires a higher experience. In any case a multiangle/ILV DVD backup is not possible with free tools until DVD-RB includes it.
A pre/postprocess of DVD-RB material is also recommended, to delete unwanted titles, etc.
