I have what I assume are VobSub subtitle files (*.idx and *.sub). Am I correct that there is essentially no way to convert these to a format able to be put on DVD?

You are wrong. There's sub2sup to create input files for ifoedit & rejig, and you can also rip .idx/.sub to text formats using either subresync or subrip.

Subresync or vsconv.exe will also output to DVDMaestro or Scenarist bmp+son/sst format. I always use vsconv.exe+DVDMaestro, easy as pie.

Thanks for the advice.
I haven't worked with DVD subs much, but I managed to save two Vobsub files to text (SubRip format) with SubResync, and then combine the two files sequentially and convert the timing from PAL to NTSC with Subtitle Workshop.
I imported the subs file with DVD Lab pro (beta), which converted the subs into whatever format it must use, and authored and burned as usual. I was able to select the subs with the remote with no problem and they were fine through the whole movie.
