wrong framerate

i'm try to add a new subtitle stream into "911 fahrenheit". it's a long run for me because subrip changed origin english subs to framerate 30. can i easily set this framerate back to 29.970? i know it's possible with subtitle workshop, but after that i lost information about bmp possitions :(
