Im new to encoding and trying to learn, can smoeone tell me what are the best filters for anime?

Well first of all since most anime is interlaced a good deinterlacing/IVTC filter is gonna be needed. Decomb is good for this, there are others but this is the main one I use. Filters like Fluxsmooth, VagueDenoiser, Deen are good smoothers for eliminating noise. Dup is also good to use for increasing compressibility. If your source has some rainbowing a filter like MipSmooth is good for chroma smoothing. For other filters that you can experiment with go to http://www.avisynth.org/warpenterprises/.

there's a few, depending on taste... it's a matter of what you want your output to be like.
i tend to not use many filters, and only the fast ones (i have a kinda slow machine).
essentials:
- MaskTools. this has so, so many useful functions in it, and is used by so many custom scripts, that you simply have to have it installed.
for cleaning:
- removegrain + removedirt
- degrainmedian
- a buttload of conditional filter uses of the above, and maybe a little blurring and masking
for deinterlacing:
- leak's optimised KernelDeint (i mainly use the KernelBob that comes with it)
- Tritical's new Tdeint, which recovers a bit more detail than the above (at the cost of a slower speed). this one's still in development, so expect it to get faster. this deinterlacer is extremely good at recovering detail from field-blended anime. almost all anime in PAL land is field-blended, so this is a big deal.
- TomsMoComp. i mainly use this one for upsizing if i have a small crappy source, or want to supersample things for whatever reason.
- Sangnom. this filter gives a kinda unnatural result (it still looks good, and suits anime quite well), but is also useful for upsizing - i find overlaying a sangnom-upsize and a tomsmocomp upsize together can give you a pretty nice result.
for IVTC:
- Decomb (telecide/decimate)
- Smartdecimate
- home-brewed scripts that utilize both of the above
- Scharfi's "matchbob"
- Fdecimate. this one is for removing duplicate frames in some situations, and is required by the above script.
there are a few more filters and scripts out there that i don't really use for speed and aesthetic reasons (mainly speed), such as MFtoon, LimitedSharpen, Xsharpen, IIP, and a few others.
i recommend a forum search for "anime" and have a look at what comes up. all the above filters and scripts can be found with the search as well.
