can't load p3 package.dll

hi. Here's a problem. I use Premiere 6.5 and TMPGEnc to produce video from my camera, all is fine. My brother purchased recently a computer. When he wants to encode with TMPGEnc from Premiere 6.5 , all looks fine until he press START, then an error message that reads "Can't load P3 package.dll", shows up.

I have two files in my install....

P3Package.dll
P4Package.dll

What machine are you running? What machine is he running? Perhaps the SSE detection is stuffing up?
