What does Convul3D with these settings do?

On the DV forum there is a "DV to DVD guide" by bb. He suggests using Convolution3D(1, 6, 10, 6, 8, 2.8, 0) to filter each field. What exactly will this line do to the picture?

Go to your AviSynth directory and check the documentation of that plugin. Convolution 3D removes noise from a source.
