BeSweet Error 41: Unable to get MP2enc interfaces

I am trying to do a MP2 44100 -> MP2 48000 conversion.
I am following the guide on Doom9.
I have succesfully done this many times before (with the same version of BeSweet v1.5b26 !)but have recently reinstalled my system (XP pro SP1) and I am now receiving the following error for which I can find no clues on Google or elsewhere.

Just to add a quick note:
The BeSweet v1.5b26 I am using was downloaded as part of the Gordian Knot package and does not contain a mp2enc.dll file in its folder.
I have noticed having downloaded BeSweet v1.5b29 that its folder does contain an mp2enc.dll does anyone know why it was missing from the Gordian Knot package ?

well I have managed to succesfully do my encode and the missing mp2enc.dll file was the culprit.
The latest BeSweet v1.5b29 has the mp2enc.dll with it , and all went smoothly.

I'm still wondering why mp2enc.dll was missing from the Gordian Knot RP 0.28.8. Is it not needed in general ? was it an error ? legal issues ? It seems evry time I set up BeSweet I have a 2 hour process of trying to find missing bits and pieces or am I being too fussy ?

I apologise if this problem seems trivial to the more advanced users.
